The Queen’s Harbour Master (QHM) (Portsmouth) is administratively part of the Naval Base Operations Directorate and is part of the Operations Director’s and Base’s management team.

QHM, accountable to the Secretary of State for Defence acting in mutual support with the Naval Base Commander (the Port’s Duty Holder), is responsible for the Protection of the Dockyard Port of Portsmouth. This encompasses the preservance of life, protection of the environment, protection of property and the continuity of the business within the port whilst overseeing MOD interest and property.

Responsibilities

The Queen’s Harbour Master is responsible for the satisfactory performance of the following tasks:
a. The protection of the Dockyard Port of Portsmouth in accordance with the Dockyard Port Regulation Act 1865.
b. The monitoring, regulation and enforcement of all matters relating to the safety of navigation within the Dockyard Port.
c. To be the Duty Tier 3 Oil Spill Response Incident Commander for the periods required and to be at 1 hours’ notice to return to Port Operations.
d. To continually develop the Port to ensure it operates in a safe, efficient and effective manner.
e. Ensure the Dockyard Port of Portsmouth attains and maintains the directed level of compliance.
f. To direct the operations of the Dockyard Port’s Admiralty Pilotage service and maintain appropriate standards.
g. Manage, maintain and direct an appropriate VTS and ensure the quality of service remains within the appropriate IALA/MCA standards.
h. Manage and maintain the conservancy of the Dockyard Port of Portsmouth.
i. Monitor environmental issues within the Dockyard Port of Portsmouth and ensure environmental issues are de-conflicted with MOD interests.
j. To oversee local management of the Marine Services Contracts and deliver supervision of ‘affected service’ activity as agreed with DMS.
k. Liaising with appropriate MOD and civilian authorities to promote the safe marine operations within the Port and neighbouring CHAs
l. To be NBCs representative on appropriate local marine forums.

It is Essential for candidates to have:

Experience of responding dynamically to situations, often involving complex competing requirements , whilst keeping a broad stakeholder group (including senior stakeholders) engaged. Clear communication style to seniors and subordinates to maintain situational awareness.

Background on delivery of operations across a range of services and platforms.

Qualifications

It is Essential for candidates to have:

STCW 95 11/2 Masters Certificate of Competency or RN STCW 11/2 equivalent
